Clearly there was a change to resist rates as Unstoppable Madness is failing much more than it used to but the changelog makes no mention of it.

Perhaps there was a tweak to the skills.

Maybe there wasn't.

At times I get 5 evades at a time with no skills active on me.

I don't know, and i'm sure no1 has enough ccs cast on his barb to test if there was a chance (you'd need over 100 to prove that)
Something easier to test is that it seems that random skill resists seem to have increased. (from around 10% to 20-25%, it's quit noticable on a warlock that uses skill all the time)

oh, you think sotw is to weak? well than you proly have no problem to ask ndg to give it warlocks instead. :D (i'd love that, cause as a warlock i really notice how strong that skill is)
btw it got a boost already with the same update. spell resists got increased. ;) please try things before complaining. (ofc that wasn't in the change log either but it's really noticeable. and since that i frequently see knocked people resisting spells too.)

this is another example of the problems regarding subjective perception of random events :)
We have not changed anything.

subjective perception of random events

You make it sound so sophisticated. We just call it whining :D

Yes I think Sotw is weak Alot of times I just keep casting spells while a hunter or marksmen is on sotw because there ALWAYS are 1-2 spells that get through it even will domain gets through it... I never will domained a barb on UM
