Hi I am new and was wondering if the game is pay to win as the title says.
I've got no problem in buying exp scrolls and a mount. I had a look thru the cash item shop and there seems to be items that will give you a advantage in pvp like the armour enhancement and gems.

Exp scrolls just help you to lvl up faster. I never bought one, and I still reached the max level. Mount is the only important premium item, as it allows to travel faster. Despite that there still are many good players without one. Armour enhancement is only minor help, I think, and not many players buy it, because of relatively high cost. Gems are widely used, but they can be dropped from killing monsters, or traded from other players, so I don't think you have to buy them...

Ok I don't mind buying something that is permanent I don't want to be a freeloader but it is more a matter of principle about the pvp items.
With the armour enhancement items howmany times can you use it on one item and what kind of a boost are we talking about?
And the gems what are they used for?

once on 1 item per echantment :D They provide a lil more defence :D

You definitely get instant access to good gear by buying Ximerin items like lucky boxes, armor enhancements, surprise magic gems and engrave socket but they can get quite expensive.

Skill can still make a difference and because it's completely free(Yet not properly advertised, which is a shame), items aren't the only victory bringers, it's more about how you use them combined with skill and you can always get good items from trading with other players but for that you'd have to invest more time of course. The only item not available for free are the armor enhancements, even though they claim that they're drop-able, nobody has ever dropped one.

In conclusion, I don't really consider it to be pay to win but it could use some balance tweaks.

The enhancements are 1%(minor) and 2%(major) against a type of damage that you may pick yourself, most armors for archers and warriors only allow 1 of these enhancements in them, but the warmaster armor(that does not have additional bonusses like health or mana though) allows 3 per part. For mages the armor allowes 2 gems per part(correct me if I'm wrong) and the warmaster for mages allows 5 enhancements(but they only have 3 armor parts, warriors and archers have 5, so 5 x 3 = 3 x 5)
For gems, they go into a weapon with a empty socket to give you a additional damage/attack speed/cast speed/hit chance bonus.

For the armor enhancements, you can see it in the armor piece, there is a kind of "spot" at the bottom of the description of the object. It say "1st enhancement" 2nd, 3rd, but usually you have just one, in some case you have 2, and only for war master armors you have 3. However I don't know if they are really useful, i don't know how much they reduce the damage, maybe somebody else can answer to this question.
Kharbon was speaking about "experience scroll", these scroll increase the number of experience point that you get killing a mob (or a player), there are different type. These scrools are useful to reach the maximum level but not at all mandatory.

you can put then in the weapons that have "sockets" (read here the section "sockets: http://regnum.wikia.com/wiki/Weapons ).
In general, if you want to buy armors or weapons, I suggest to buy after you have reach the maximum level, so you have something that will last "forever" (you don't use an object that is 5-6 level lower that your level in general) (second parenthesis: "forever" until the NGD will raise again the maximum level).

Mounts are permanent, with unlimited amounts of use
Gems are permanent, but can be inserted in one weapon only (unless you purchase another premium item to take it out)
Armor enhancements are similar to gems, but cannot be taken out again, as far as I know.

Mount should be the first premium item you should get, gems and armor enhancements you should purchase at high levels, when you don't switch your gear much anymore...
