Do i require to have already a charector at lvl 45 or above in order to use the scroll of mastery that sends my char to 45?

No, you don't need to have a character lvl 45 to use that scroll on another one.
The only scroll (mastery) that requires you to have another character lvl "X" in the same account is the lvl 60=X scroll.

I wouldn't try it unless you already have a 45+ char, which I doubt because I saw your 'Welcome thread' :P

Yes he's right, the first 30 á 45 levels are assential to understand the game.. Most of the people who have OP gear and Scrolled all their chars have really no skill and don't understand the game at all. You should lvl your first character by your own, just to gain some experience.

not really grinding on mobs teaches nothing waring however teaches you much lvl 45 is a good lvl to start at it on horus because of the large amount of lvl 55+ players. if ya do use a lvl 45 scroll be sure to go back and get your rings and ammys quests

If you grind the first 30 levels, then I can assure you that you're doing something wrong.
It's about how to attack, get your spells under control understanding them, constantly reading them.. That's what makes a good player, if you know your spells by hart and you know what to cast when to cast.. Well believe me, this is essential if you don't pick this up in the start.. You will never, also I don't think any RO player that has been playing the game for a long time hasn't started a new char.. This also helps you to know your realm better and be faster with training the next time you decide to level a character.
Again, those first levels are really important for you to understand the game in it's begin levels.. What happens in the warzone is an other thing of course, everybody's opinion differs about that. I would say experience is most that matters in the warzone ;p

attacking a AI is nothing like attacking a person when grinding the average char uses maybe 5 to 7 spells most are basic buffs. in the warzone there are spells needed that won't even work on mobs. this is mostly with the cc's but doin the ammy and ring quests should show you how to do the basic spells that are needed for grinding which is a highly repetitive and boring process besides at lvl 45 all your gonna do in the wz is die alot less than at lvl 30. this game is more about working as a team. you learn that and alot more from the warzone not in a almost empty inner realm
