has your notebook a AMD/ATI or Nvidia card? If not, it's very unlikely that you can play under shader >2.

I have the same problem for RO. My graphics card is an ATI Radeon HD 6770M and runs all games on max graphics, except RO. It says on startup that the card is unsupported, and so I can only run it on Shader 2.0 on Intel HD Graphics. I'm fairly sure my card is better than the recommended Radeon series on RO's website.
Unfortunately, despite the massive amount of time I spend on the computer, I have no clue how to fix things  Any advice would be appreciated.

For me problem is because this laptop uses 2 graphics cards. For example you have one integrated inside CPU and other is ATI/NVIDIA one. If RO detect only integrated one you will get such results. It will use only the crappy one which will give you lower shader model and crappy FPS.

Any way to get it to detect ATI instead of Intel?

I switched off of ATI because even when Regnum detected ATI cards properly, it still always had massive graphical bugs and slowdowns in them.
Games never seem to fully support anything other than NVIDIA, Intel and ATI tend to be just YMMV (Your Milage May Vary).
File a bug report with Frosk and hope that it gets fixed...

Not unless you want the weak Intel graphics to get disabled. If its a laptop, it likely needs them enabled to switch to them on battery power for efficiency.
If you want to disable it entirely and always use the more powerful hardware, there is usually an option in BIOS (DEL or F1 after power-on).

Any way to get it to detect ATI instead of Intel? You have dual GPU's on an alienware? The launcher reports what card it detects, what does it say there?

OP is the one with the Alienware, I'm on HP. RO launcher recognises ATI but won't work on it. I disabled Intel last night and it just resulted in RO still not recognising my video card and not starting at all. :(

I rather doubt it, but maybe it helps to update your Catalyst driver to 12.4. Or did you try it already?
oh and maybe you can't even update to this catalyst version. From the ati.amd.com (http://support.amd.com/de/gpudownload/windows/Pages/radeonmob_win7-32.aspx) site:
If you experience difficulty while using the generic AMD Catalyst Mobility drivers, we recommend reverting to the driver provided by your notebook vendor. Please contact your notebook vendor for their most recent graphics drivers.

I have Catalyst and it's up to date. I had it set to run RO on High Performance but it didn't work.
I managed to get RO to work on 4.0 today. I went through F10 setup and just changed switchable graphics from Dynamic to Fixed, making it High Performance for everything. I probably should have done when I got the laptop :o
Thank you everyone who responded, and sorry for stealing your thread, OP.

How can i fix it??
Please post the name of the graphic cards, name and version of the graphics card driver, name of your laptop and details about your OS.
The way how to fix that depends on the information you can give us.
Mostly the more powerful graphics card is selected when you switch your laptop from powersave mode to performance mode (e.g. windows traybar -> battery icon -> click).
PS: My Regnum crashes nearly every time on closing with "BEX" at "StackHash_0a9e".
OS: Win7 Prof. x64

Change from Direct3D to OpenGL in game options.

You have to change the video card in the Catalyst Control Center (AMD)/Nvidia Control Center (Nvidia).
Regnum doesn't change the video adapter independently and uses by default the intel IGP. This is the reason why you can't use the shader model 3/4.
