I dont know, but you can test it via:
-RO main webiste.
-Log onto the game on the top of the screen.
-My account
-Characters
-Click on the Ra character you wish to transfer

If the transfer character button is removed, you might try the ticket system (http://www.regnumonlinegame.com/support/)
