I am looking for lv 25-30 armor but in the cities i go i either find very low or very high lv armor.
In what city can I get appropriate armor for my lv30 character.
And in what city can I chose my subclass?

I'm not sure, which realm you are in, but the subclass you choose in your main city (for Ignis, it's Altaruk), generally it should be the first city you travelled to after leaving the initiation zone.

For your lvl armour, try asking in the realm chat, or just travel to the next city the quests send you (assuming, you didn't scroll up).

anyways, cant you choose a subclass in every city if theres a subclass trainer?

IMHO one should run one toon without scrolling just to learn the basics of the game. If one is smart one can learn quests that stack better this way (ie: Kill x# of Y-mob/get Z-item from Y-mob/etc or goto city such-n-such).

My second toon always levels up many times faster than my first for this reason alone.

Anywho, OP, please post your Realm and class, subclass and build once you get it, would be helpful, too. For instance Krungle is a Blunt Knarb (offensive Knight) until I get around 45 or 50 then I will change to Defensive Knight (maybe). The blunt part is important as one city might sell good blunts for one level range and another city good slashers for the same range. If you are Barb, do you use dual-weild (one weapon in each hand) or a 2h (two handed weapon)?
