Where can I buy steel armor for my level?

I am in ignis and I am level 11, I wish to buy steel armor, if I can't do that, then I want to get leather armor, But I can't seem to find a Blacksmith/Tailor or anything like that where I can buy such armor from, Where and who can I buy it from?

I think you have to wait until level 18 for metal armor and leather armor you can buy at level 12 at Altaruk. It's been a long time since I've played or been level 11. :)
