i think the low level rvr area should be only lvl1 1-35. this preserves lvl 35-60 for the main RvR. lvl 35 should be the approximation of when players become ok for pvp in the large warzone.

sadly "should be" doesnt equal "is"... did you try fighting in the warzone with 35? its almost impossible: you die from 1 hit, dont do any dmg and possibly you dont even know what youre doing
45 is minimum to be able to do something (im talking about the bare minimum here) in the wz imo

conjus are a different matter, when skilled for support, tho.
