Try to add :
Option "SwapbuffersWait" "0" In the device section of your xorg.conf. Maybe it will help a bit. Anyways I don't think you'll get smooth FPS unless you get a more recent card and use proprietary driver.

driconf isn't very useful at all for gallium drivers.
For r300-r500 based cards you can expect max out at around 60% of the performance the proprietary driver was giving you, I've seen it do better but only for obscure things. You're actually getting similar FPS to what I have on an IGP two generations later than yours, so be happy

Well,
the point is, Is possible to play with the opensource drivers . actually with my card: X1650 Pro AGP regnum online in Full screen mode at 1024x768 safemode runs with 19 FPS average. by using Gallium 3d 0.4 it doesnt matter if you use compiz. 4 desktops or change the resolution. the game has the same performance all the time. in addition, I had different results about the first post. I can run the game in SM2 and fixed but with the problem in the textures. I have never seen a black screen like previous comments in the post. but in safe mode, runs perfectly sincerelly, I guess I do something wrong because it doesnt matter what do you do in the Xorg.conf seems to be the same thing all the time. there is no improvements after changes. thanks all for the answer

Well, one last thing : Try to use the very latest Gallium3D stack you may get better performance.

now works perfectly in fixed mode without safe mode.
with mesa git (8.1 dev) there are many cases open in order to make it work on SM2
