Looking for available player characters

I get to the main title screen, it loads the resources just fine, but I have been waiting for at least 15 minutes.

It appears that it is "looking for available player characters"

What does this mean?
Is this common?
Is there a way to fix this?

Yeah, sometimes my clanmates and me have the same problems.
