Well, at least it's only about half the effect lvl 1 Arcane Devotion has.

Dominicus and i do not raise arms against one another. Sometimes that doesn't please our realm mates...but friends are friends.

and almost level 5 arcane devotion, they can chose to get a faster casting speed than the other realms or save one point from there to put elsewhere when setting up their build

of course every mage will chose to wear a lvl16 tunic in a fight so they can cast 4% faster...

Anyway, the whining will not stop until the new questitems are removed alltogether.
I have no idea why they exist at all and many are way too strong compared to the older items
