Problem With Heim quests (please help)

Well a problem is that Heim in Mont city dont gives me a quests... im lvl 30 but i saw in web that he has many quests ... i cant take even theese quests whoose are from 18 lvl for him... I think it calls " trialls of strienge" of something.... and ... i have done all quests in all citys from town chier... what i need to do?

kill things till you lvl up and if its the whole rune quest(cant remember what there called) he should have another by the next lvl

maybe its a bug....? cause i have 31. lvl but still i have not quests.....

Some quests depend on other ones. Maybe you haven't completed required quests and have a lot disabled.
