Where do i find this?

How do i find this helm.
Iv seen ppl wearing it, but couldn't get a screen shot.

Pls tell me whats the lowest lv i can get this helm+the armor that comes with it and where to get em from [city and which trader, tailor or balcksmith].

It's called the "Executor helmet" and you can get it at around lvl 38 ish.

As to where, I've no idea, coming from Ignis.

reset_skills and go train with SC and weapon magnification
