Custom resolution and bigger text?

My normal screen is temporarily broken and I've hooked up my computer to a tv- unfortunately the tv isn't what it used to be...

the image goes well outside of the actual display so if I run a 1024x768 desktop I can only see about 800x768. I'm running other games in that resolution, it adds black borders on either side. but I have noclue how to do this with regnum.

Also since this is a TV we're talking about the image is a bit blurry, and I'm sitting longer away from the tv than I would with a screen so I'll need tro increase the text size. But is that possible in regnum?
