Personal rant, but if the quiver is added, just let it be for aesthetic value alone. No bonuses, not extra armor, just a simple graphic that is "attached" to the hunter and marksman breastplate armor. (shouldn't be too hard to create standard models, and attach to the current rig/mesh/whatever of the breastplate models, just time consuming... but I'm not a graphic artist)
For one thing....someday, if/when NGD implements cloaks/capes (Big IF there I know) I'd like to actually be able to equip one and not have the slot taken up by a bag of arrows which is kind of mis-representative of the number of arrows we actually lug around to begin with.
In a nutshell, make the quiver part of the marks/archer/hunter breastplates. Or heck, get creative, in some cases make it part of the leg armor as a hip-quiver. I'm talking strictly for the models/meshes/whatever. But for cripes sake, don't make it it's own "accessory piece" like rings or amulets with bonuses. Trying to work out the balance for the crap would just be more trouble than it's worth for something that should be strictly visual. Just tossing ideas into the mix.
