I have played many games where are many servers and low population, and devs would just not wanna merge.
I have no idea what marketing secret lies behind this, but it's not good at all.

I came back to RO and played for 1 week, than I kinda gave up. You know why? There are so many more games that are just better. There are so many games where 1 click brings you right in the middle of the action, and you don't have to grind for ages, to get some action. That needs improvement.

Yeah, merging with Ra is not a good idea... And I'm sure Ra players wouldn't want anything to do with merging with Haven. If Ra merged with any server, you'd have to merge all of the servers together, and that would mean the game would need expanding (more land and more mobs as one example). Would also mean many people would have really bad lag, maybe unplayable for those that already have issues in Haven as it is. I remember trying Momo in Ra during the event, my ping reached 20,000 and I was unable to even move. That's what a typical fort war would be like for many of us if Ra and Haven merged. The game can't expand if half the people aren't even able to play it. Also I should point out that even with Ra's current population, it's not all that great. Sure the wars are a bit more interesting, but the high population has more negatives than you'd think.

Maybe merging with Valhalla might be ok, but as someone that doesn't have access to Valhalla... I don't really know what the Valhalla population is like.

OT: Its a good idea but I dont think NGD will see it through.

One more reason to not merge; the game mechanics would be terrible at very large populations. If NGD merge all servers then they are limiting the maximum future population they can support with the current game. If NGD manages to turn around the numbers and get the populations rising again then multiple servers are needed.
