Questions re gameplay

Havent been in RO for a while so I made a Ra character to play a bit. A few things came up:

-why dont I get rp for kills? Im getting kill credit and exp but no rp. I tried relogging inside inner and stuff but didnt do anything.

-why does my cast bar stutter when Im casting? Its not a big deal but its very annoying. I tried all combinations of graphics and I have good fps (250).

I see the game got a bit better in my absence. Also if there are any big active ignis ra clans recruiting english speakers I would be happy to join.
