is the sever down Now or just me?

i click to play and get the terms and conditions screen (dunno y we need it ever time we log on we allready agreed once?) and anyway the accept button is greyed out and the terms and cons. wont come up they just "loading" for ever any ideas?

Usually when the servers are down you'll get at least to the login screen and when you try to login it'll say it can't connect to the autopatch server. I've had this problem before and can only hazard a guess that you have a problem connecting to the server even though it's up.

Server seems to be up, 'cos I can get to the character selection screen even though I can't load the game due to some technical difficulty I've been having for days :P

the TOS are downloaded each time as you start the client.
maybe your computer has problems connection to the server for some reason.
now there can be a lot of reasons.

its a but hard to guide your throught it, but lets try...
- do you use some kind of proxy server?
- have you issues with other websites not loading?
- have you restarted your pc and rebooted your gateway/router/orwhatever?
