Problem Loading NPC's

I don't know if someone already posted this, because there is no search function that I could find on this forum, but I'm using Vista Business 32-bit, and some NPC's don't show up each time I play. Sometimes it is my pet, mostly its random NPC's in town, and restarting doesn't restore them, but leaving for a couple of days seems to reroll which NPC's don't show. Is there something that can be done about this, or some more info I can put up that will help?

Here are my specs:
AMD Athlon X2 3800+
1.5 GB DDR RAM
NVidia GeForce 7300 LE 128MB
Turtle Beach Montego DDL Dolby Digital 7.1
DirectX 10

Have you tried "Download all new resources at once" option in the options menu?
