but has the reset_powers thing only a xim item now? I keep seeing people say something about having to pay for reset_powers but have not logged into the game to check to see if its already implemented? If it has been, how much does it cost and how many times are you allowed to reset before you have to purchase more?

No.
NGD stated, that in the future, when all skills were fixed and balanced, /reset_powers would only be possible by buying a scroll for Ximerin or in-game gold.

I wonder why it could be purchased with in-game gold. Isn't the whole purpose of limiting reset_powers to be purchased so that NGD can make money off it?

Yes, the purpose is to help NGD earn money

But they will still get many customers because these scrolls won't be cheap, afaik.
