Mob spawn

I'm doing a quest and need to kill old skeletons. The quest says the road is filled with old skeletons underway to a statue and i need to kill some. I run the road for 30 min and never saw any old skeleton itryed everything and even the roads that are not going that way. Dunno whats up but i have it often that i need to do a quest and it takes long for the mobs spawn. Sometimes i need to enter the zone a few times before the mobs are there. Once they there there is no problem anymore, but it seems to me the spawn time is low our there is a bug.

Anyone got the same?
