Wont log me to character screen or into game.

I log in normal did the download then it goes to black screen after the ngd logo and in the top left corner it says Downloading: 98% when I hover over it the pop up tells me downloading 18 resources but they all show as 0% on DL and I have been loaded in for 30+ minutes.
Looked over the threads saw a few fixes but my problem still exists.
Any fix?
