Leveling

Will I just be leveling from lvl's 17 to 30?

I don't really understand what you are asking. The highest level is level 50.

When I'm lvl 30 I can go to the War Zone.

You can go to the war zone when ever you like. The lower you level the hard time you will have there is all.
