Trouble Finding a NPC

Hi, I'm on the Marelah Isles and I need to find a NPC named Tidan to continue the Heroic Rescue and Little More Than a Weasel quests. I have asked many players ingame but no one seems to know were he is. Any help would be great. Thanks!
